Not wanting to give his opponent a chance to get a good hold he used his height and build to his advantage, he was taller and thus found it easier to reach for the back of Star's neck, namely the loose scruff of fur. As though he was an elder, scolding a misbehaving pup. At worst, if he managed to grab a hold, it would sting a little but the skin there was loose for a reason.
