Hello! So a few notes here before she can be accepted.
The account name needs to be the same as the character name, but since the name "Rose" is already taken you'll need to pick a different name or a variation of it - maybe Roses or rose in a different language or a name that means rose... Just some ideas!
Also, your out of character name needs to match on your application and on your profile so whether you'd like to go by Abby on the site or Rose just make sure they match!
The year of birth refers to the site year. Currently it's Winter of Year 16 (it's listed at the top of the middle box on the main page if you're ever unsure). So if she was born in Spring and is three years old then she would have been born in Year 13.
Make those updates and let us know what you would like the account name changed to and we'll get her accepted!
