Pack Interest Check

I had a small idea for a pack I might want to look at bringing in, and wanted to see if there was interest for it at all. I'm not sure if I'd have an on-site character swap into it, but more likely I'll be bringing in a new character to run it (which would probably be an other-species.)

The general idea I have is for an underground syndicate (that's, at least, it's name-in-progress). They'd live underground and function mostly as traders, crafters, etc. They'd be a very neutral pack and do their best to not make allies or enemies. As a consequence, they'd be very pack-is-family oriented, close knit and relatively reclusive. While you'd be welcome within even if you have outside connections, the pack would expect you to put it before your blood family who lives somewhere else.
I'd like to claim Descensum, it's very central to all the rest of the packs for trading, and a super cool territory of just underground tunnels. The various tunnels could be lit and set up for personal rooms and such, and 'patrols' would pretty much just be security at the mouth opening. As a second territory I'd probably grab the Emerald Valley, for gardens/livestock pens and such.
The foremost section of the tunnels would be a sort of 'free for all' market area, where outsiders/loners/other packs/etc would be welcome to enter at any time of day or night. Assuming I can make small adjustments to the territory, the backmost section of the cave system would be more firmly protected with only one entrance which is guarded, and that'd be where the pack members sleep/eat/etc and where their resources are kept.
The ranks would be set up as both the normal pack responsibilities as well as handling their 'section' of trades. Warriors would be responsible for not just security, but crafting combat accessories and such, healers would not just heal their own wolves, but also grow herbs and mix tinctures and things to sell. Etc, etc.
ICly, the T2 and T3 wolves would be equal. They combined would make up a council (that I'm currently calling the Assemblage) that take up the actual running of the pack. There would be six council members total, including the alpha, the lead healer, hunter, intellectual, navigator, and fighter, and then a last seat going to the wolf who is the most politics/diplomacy/etc savvy. Where other packs day-to-day decisions are handled by the alpha, here this council would vote on those issues instead. (like, do we retaliate for that raid? should we promote this dude? etc) The primary alpha makes decisions alone only in time sensitive/emergent situations, or if s/he needs to break a tie vote. As well, following the democratic theme, any T1/2/3 wolf can be voted out by the council and a new wolf can be voted into their place, including the alpha and his/her successor.
OOCly, I'd love for it to be open to a lot of assumptions/PPing. We would be raising livestock as well as popular species of companions to sell, and you'd be allowed within pack territory as a non-pack member, so anyone on site would be able to say that they bought their weapon/companion/etc from there. Slaves could be sold occasionally, though I don't see the pack going out actively to claim any to sell, they might end up acquiring from somewhere. Being so openly neutral to the rest of the packs, I'd be happy to see even knowledge being traded for, and it could be a source of skill points if someone comes in looking for a quick lesson on something.
I have no idea how enjoyable people find playing a trader/crafter on site so I'm not sure how interested anyone may be, so please let me know if it sounds like something you'd like to see! And feel free to DM me with any questions / suggestions / etc, I'd be open to 'adopting out' characters who could come on-site along with mine, as well, for plots and such.
