She pulls and he pivots, raising up to begin falling slightly toward her. Ah, that is clever. The older wolf releases her hold on his leg, aiming to left her own front end off the ground and shift slightly to wrap her legs around his scruff. If he continues to fall, Tove will go with him in the hopes of coming out with the win.
