One-eyed Joe's crew was not created by Joe himself, rather being a normal band of rogue wolves, eventually getting taken over by Joe, and was converted into a pirate's crew, beginning to have them explore many lands and commit many evil deeds upon wolves, just as rape, murdering, kidnapping, etc. These wolves are not to be trifled with, for consequences may be great. These wolves even will claim you for a slave if you happen to seem useful.
Let's go a wee bit back further, eh? The rogue band was created by an escaping trio of siblings from their abusive father, and recruited wolves in the form of a small pack, but they were more of wanderers. Time caused these wolves to become more darkly aligned, for they were not wanted anywhere, deemed useless. These wolves were enraged by this, and began to train in the fighting skill, learning of deadly attacks by practicing on wolves they have found on their travels. They soon came to be feared, and were said to be the spawn of hell. However, when this band reached Alacritia, they seemingly drifted apart, several staying closely together and beginning to kidnap pups, training them to be future leaders. One of the many pups kidnapped was Joe Smith, whom soon became a killer, rising up in the ranks by showing his dominance over wolves, and defeating the higher ranks. He now leads a disbanded crew, but is still looking for recruits, some of which already are in his crew, and are in close connection with him.
