Citadel had come to him to speak on the subject of Authority. Apparently, his mother had practically suggested it. if you ask him, he’d say he did. He’d wanted some points that he didn’t fully understand clarified. Such as how Ignita and Basilisk could be equal authority sometimes, but not at others.
